The best use for a small budget is buying or renting links, and reciprocal links, although these are slower in building PR. A final word on buying traffic, give me $799 and 5 to 7 keywords or phrases, and I'll guarantee you 100M narrowly targeted visitors who want only what your keywords offer. In the end, it's the old story: those who can afford to succeed do exceedingly well. Last word, if you're gonna buy traffic, buy 100,000 or nothing; anything less and you'll never establish any presence.
