Is it for your hosting referral service ... the one in your signature? That seems pretty unique, and very useful to people looking for web hosting. I would expect that site to spread the word almost on its own. If I were you, I'd put the $20 in a money market account, give it some time, and talk about it on related forums.
Photography has gone digital. A middle of the road digital SLR, something like Canon's 5D, is better than 35 mm film in every measurable way. No one uses film any more, and the few Amish left who do have moved to medium format. There are hundreds of millions of people with digital cameras ... and I've noticed that most of them are looking for a good way to host them on the web so they can share them in forums, blogs, and email them without having to attach big files to every message.
There's a voracious demand for web hosting, so unless I'm off base thinking you're asking about the site in your sig, I think this is exactly what people mean when they say step one is building something people will want to visit.
