I want to know from the experienced webmasters which marketing way yields most results for traffic? SEO,SEM,Buying traffic, Buying text links?? Which one really works?? I am planning on investing some money for marketing so advice would be wonderful!

First start with SEO and let your website listed in google. (best way is getting a lnk from already indexed site or thru article submission)

Next submit articles on slow pace to get backlinks.

Third, build your own opt-in list.

You can try PPCs, affiliate program to recruit affiliates, forums, buying advertising space in ezines etc etc..

DON'T BUY TRAFFIC.
DON'T BUY EMAIL LISTS.

Very broad question Jeannie. You'll have to get a lot more specific. For example: if you are considering selling hair tonic to the Buddhist Monastery market I would suggest SEO won't do you much good (in fact...nothing is going to help you).

As I'm sure you are aware: the market you seek has everything to do with your marketing decisions. Give us an idea what you plan to market and to whom, then a few of the savvy web moguls will likely give you some feedback
