How to judge non-commercial?

hi, is any web Guru can define the "non-commercial" term clearly?

I found this on Google RSS news usage

May be my english too bad and i cant understand the non-commercial term precisely.

Or i list down the situation below, can some one explain to me whether it's consider as commercial/non-commercial?
  1. Shopping Cart Website (this one i know, sure commercial)
  2. Forum with no Ads/Sponsor link (non commercial rite?)
  3. Forum/Website with AT LEAST ONE Referral Link
  4. Website with Google/any Ads
  5. Website with no Ads/Sponsor but with ONE link to a commercial website (E.g. a footer link to a commercial website)
Can any guru explain to me whether the case 2~5, which one should be define commercial/non-commercial?

point 2 of the Google News Terms of Service. pretty much covers it

2. Non-commercial.
3. Commercial. Anything done for money is commercial.
4. Commercial.
5. That depends on the nature of the original site. The footer really doesn't have a bearing in this case.
