I see what you are saying but the likely reason that Dom is seeing poor resizing results is not because the file is in TIFF format, but rather because of the resampling mechanism being used. Some other resampling options such as bit resizing (or something like that) make absolutely atrocious photograph resizings. While I am sure they have their use, I have found that if I try to resize anything via resampling other than "Smart Size," it ends up looking horrible, pixelated, etc.
Once a raster image is loaded into PSP, regardless of whether it is TIFF or PSP format, the pixels are operated upon in the same manner. Obviously the vector resizings are a different discussion, but an effect is an effect. You can even add layers to JPGs. But if you try to save the JPG, then this is when PSP warns you that you are trying to save in a format that doesn't support all the features currently on the image (e.g., layers on a JPG), so the image is flattened beforehand.
