Create a new image.
Fill the background with a black to grey gradient. Use the gradient editor to make one if there isn't one as standard.
Add a vector layer. Call it "Orange"
Create a rounded rectangle in this layer. Set the stroke colour to a dark orange, set the fill to a black to orange graduation, again use the gradient editor to make it suit what you need.
Push the object partially off the image area
add a vector layer. Call it "Blue".
Add another rounded rectangle. set stroke to none, solid fill to suit your colours.
In the layer palette duplicate the blue layer. Call it "Blue Overlay"
in this copy edit the rectangle, set fill to none, set stroke to solid, set colour and width to suit.
Select "Blue" layer and move the transparency slider to ~50%
Add a vector layer. Call it "Green"
Repeat the same steps as were done for the blue layer but using a gradiation fill
Name the green copy to "Green Overlay"
Move the "Blue Overlay" to the top of the layer stack and there you have it.
