Looking for Flash alternative

On my home page, I would like to create little window that slides down from the top of the page, containing text with a semi-transparent background, so that the viewer can still see the pretty homepage image behind the slide-down text window.

This is easy to do in Flash with tweening and transparency control, but I want the page to be html/css based.

Animated gifs are always an option, though I haven't seen one of those since 2002

You can do it with semi-transparent PNG's, but only if you don't care about anyone using IE6 and below - it doesn't support transparent PNG"s w/o forcing it to.

I might do it with a .gif, making every second pixel transparent. But could someone help me find a code that would glide text down from the top of the screen, along with either a .gif or .png as a text background?
