drop down menus with JavaScript disabled?

I'm making a dropdown menu. But my IE 7 won't let the JavaScript through (and therefore won't let the dropdown menu function) --until I click on the little yellow bar that says, "to help protect...Active X..scripts...etc." It seems like everybody else's dropdown menus work, even though theirs also contain JavaScript.

I get this problem a lot.

It seems everybody else gets their pages containing JavaScript to come through, but IE 7 always catches mine. How do I get my dropdown menus containing JavaScript to function?

I have not put the dropdown menu on this page yet, but it is an example of my pages with JavaScript (that won't function until I click the yellow bar). Try cllicking on the first links on this page:

I'm not sure about Javascript, but there are nice clean CSS ways to create drop down menus:

CSS is obviously preferable to Javascript as search engines will be able to see the drop down content as well as visitors.

P.S. the way to obtain the CSS for these examples is by viewing the page source (the person who wrote that page hasn't made that too clear)
