I have run into a problem, I created a javascript form and noticed that many of our visitors have Javascript disabled in their browsers. I would like to make it so if apache sees that visitor has javascript disabled than apache would direct that visitor to an html/php only page with no javascript.

If you know how to do something like this I would really appreciate any information.

JavaScript is disabled from the client, and that information is not passed along to the server. The best thing to do would be to place an alternate form inside of <noscript></noscript> tags, to provide an alternative to users with scripting disabled.
