It's a protection system WordPress uses so java script not java cannot be embedded into posts and comments by "others" and then executed in visitors browsers.
I do agree they could use a much better system to ensure that js cannot execute 'cos it makes it a real PITA to post code samples and it's really as simple as replacing >< with the HTML entities > & <.
There is probably a "plugin" somewhere to use BBcode in posts.
But to post code wrap it in styled <pre></pre> tags, and use the HTML entities for < & >
