Say you have a link at the top of the page. And there's an image or something at the bottom of the page. Is there a way to change where the link sends you depending on whether or not their mouse rolled over the image (located near the bottom of the page) at some point before clicking on the link (located near the top of the page)?

Maybe rolling over the image with the mouse causes the original link to disappear and a new one to appear in it's place?

Is there a way, somehow, to achieve this effect?

Or even better, is there a way to change where the link sends you depending on if the user has scrolled the page at all?

It's not especially difficult.

Give the link an ID and change the href attribute on whatever event needs to trigger the change.

onclick, onmouseover and onscroll are the events needed.
