I'm quite new with using Frontpage and would like to have our website have a random image generator (meaning that the image would change every couple of hours).

This is possible, but it requires a lot of code... Try looking at hotscripts.com for some free scripts... I don't think there are many in javascript though, mostly asp, asp.net or php...
