Set a Pop-Up to display at set time?

Does anyone know how I could go about getting a pop-up to display between set times?

Like it pop-up's once per visitor between 10pm and 11pm?

You could hook into a javascript timer, that will run an event maybe once a minute, and then in that event you could see what the current time is.

But I doubt many users would appreciate getting a popup just because it's night?
