I swear they do not have rights to resell those game packs.. I mean they didn't create those why do they get to make money from selling em?

I haven't messed around with arcade sites myself though, and don't really know all of the legalities behind running one with "borrowed" games, but most of the sites that make those arcade games put their URLS in the game intros anyway, expecting them to end up on other sits.

Most are fine with the games being reused on other sites, but there are a few that really get angry about it. If somebody contacts you and tells you to remove a game, you should do so in order to avoid any potential problems.

Basically he adds the games without the consent of the authors, yes. But most of the time there is some sort of advertisement on the game meaning the author doesn't matter and usually sends some sort of thanks to Louis for putting the game in the pack.

Well at least that is what I was told by Louis and a few others

In addition to what's already been said, I wouldn't worry about it unless they're using/selling your games without your consent.

I agree, most arcades have the same games anyway, all the same gamepacks and things.
