In the US, Copyright attaches to a design/logo at the moment of creation, however, you can't sue for statutory damages unless it is registered with the U.S. Copyright office. Moreover, logos usually are protected under trademark law, but Copyright law applies as well depending on what you are doing.
Generally speaking, most websites do not take ownership of the IP upon upload, although I'm sure there are some that say they do. What the sites get is a license to distribute, because that is what a website is....a distribution channel.
