That's a good question, dude. It's a very good question. But I honestly don't think you're going to find that forum.
Most people haven't even heard of COPPA, since most people (including myself) fall outside of its jurisdiction. It's one of the reasons we see as much crap that way as we do...it comes from parts of the world where children's rights aren't protected and where they're considered third-class citizens (behind women and men).
The problem with Section 230 is...quite frankly, it's hard to understand. I don't get whether or not the ultimate guilty party is the site owner or the site participant in an interactive site.
My suggestion to you, since you're the legal beagle, would be to build an "Internet Legal Forums" or something like that where things like this can be discussed. I don't think you'd have a high-traffic site, but you'd have a solid niche of regular readers/members.
