Is there a reason why it isn't turned on, or was it just not set yet? I'm just wondering as I'm a sort of rep junkie who loves to give rep for constructive posts (which there are a lot of) and give negative rep for unconstructive posts - which are rare, but still here.

No, not really. They're two entirely different things. There's a little button below the avatar that says "report" that's for reporting. Rep is something very different... I'm not going to explain it to you though.
