It is something where you must fill out an application in order to have access to that forum. It is a private forum at this point although that may soon change.

Also is this clear to new members as it didn't seem clear to me (it could just be me being stupid).

It is all relative guys, if you don't have a usergroup you are either anonymous (which means you have access) or you are not earning enough to classify for a group.
