How do I get one? I already have a google account but code.google.com has all different kinds of links.. can someone be specific?

It's the Google Search SOAP Key. If you have one, go ahead and enter it, if not, just wait till tonight (hopefully!) and we'll upload the new version which let's you use the tool even if you don't have one.
