Not only a good suggestion, but it has been implemented in the Referral Mania forum. There are two sub-forums, one for the referral links/urls, and one for the "other stuff".
Drache gets 10 points. And maybe even a raise on her pay. Hehe.

The Referral Mania forum has a lock on it. This keeps posting from being done in that forum, but it allows posting in the two sub-forums. The sub-forums inside are for posting referral links and comments, etc. It is open.
I hope that is clear; I've been asked about the lock.
Be sure to read and understand the rules before posting there.

Problem, what if I want that same program, but I'm already signed up?
Edit: One more question. Once my topic is closed, but I'm not the last person (I'm actually first,) can I start another one for the same thing?

1 more question, if someone replies, can I start a new topic or must I wait 24 hours?
If it's been 24 hours, and there's still no reply, can I post a new topic?
Do the restrictions also apply to replies? Can I have 1 reply and 1 topic?

Italics = questions, the answers follow with the Rule number.
Problem, what if I want that same program, but I'm already signed up?
Rule 2. Only one active thread per program. When that active thread is closed, you may start that program again if desired.
One more question. Once my topic is closed, but I'm not the last person (I'm actually first,) can I start another one for the same thing?
Rule 6. Once a thread is closed, another thread may be started with the same program, even if it's started by the same person.
if someone replies, can I start a new topic or must I wait 24 hours?
Rule 4. You may only START a new thread per 24 hours (figured on EST). Even if someone replies within minutes to your thread/topic that you started, you must still wait 24 hours.
If it's been 24 hours, and there's still no reply, can I post a new topic?
Rule 4. Yes, you may start a new topic......but remember the rules on what you can start.
Do the restrictions also apply to replies? Can I have 1 reply and 1 topic?
Rule 3 & Rule 8. You can only reply to one post at a time. After joining that program and posting your referral link, you may then move to another thread and join that program. The replies are independent of the threads you start. You may start a thread and also reply to another thread.
I hope that helps. Please read the rules here, and look at the examples.

Revision to Rule 6: A thread will be allowed to be open up to 10 days with no response before closing. This will allow for more members to view and join if desired.
Rule 6. If a thread has not had a response in 10 days time, it will be deleted or closed with the referral links removed, and a brand new thread can be started about the same program. You may not start another post about that same program until that thread has been deleted or closed.
Latest Revision date: 27 August 2002.

My apologies. The rules for the Referral Mania forum magically disappeared (thanks Drache for telling me).
They are back and they are up-to-date. Please be sure you read and understand them before posting there.
For those that know the workings of vB, and I'm still learning, there was an expiration date set......they'll now be there for awhile.

Please note the following rule change to Referral Mania Forum:
6. If a thread has not had a response in 15 days time, it will be deleted or closed with the referral links removed, and a brand new thread can be started about the same program. You may not start another post about that same program until that thread has been deleted or closed. This time increment may be changed without previous notice.
Thanks.
