You are aloud to be given money as long as you are not asking as a company, organization, web site, group, ect. I'm asking from one individual to another, therefore there is no taxes. If you insist on it being contracted and legally binding that I pay you back $8000, I will need to ask for more than $4000 of course, due to taxes.
