EE is a popular, highly customizable content management system used on sites like iLounge. It can also serve as a very powerful blog script.
I've got a personal EE license I wish to sell for $60. You can use the personal license for non-commercial use (note: you can still place ads on your site and the like). You can purchase additional modules for EE that will plug right in, like the Forum module. EE even comes with a free Photo Gallery module.
