It's simple. Just create a folder in the modules folder with the page name and make sure you have the required information (check the phpnuke manual or knick it from other modules, should be at the top of other modules files) or add the text via the "Content" module which was made for that purpose.

Don't know if PHPNuke do this, but with e107, also a cms, you can use a plugin called wrap which will allow you to build your own PHP pages and have them show within the cms. I'm sure PHPNuke would do a module similar. If not, look for the wrap plugin at www.e107coders.org and post it in the forums at www.nukecode.com I am sure the guys there will have a crack at coding it for you. They are very keen to work on projects like that.
