That's really going to depend on what you want to use it for. If there were a 'best' cms I doubt there would be many others. Personally I find I get the best results from coding up my own CMSs. That's just my opinion though.

You've got millions of choices. If you're site is very complicated, and you want one system to manage it all, I'd reccomend Joomla. As NullPointer said though, if it's just something simple, it really isn't hard to create your own. Just make sure it's secure! :P

I would say Joomla but there are many out there to choose from.

Does your hosting provider offer several free CMS packages that you can install and checkout one at a time to see which one you like best?
