I just googled php certification and came up with this:
http://www.zend.com/education/zend_php_certification

It looks reputable but I'd get more info before I gave them any money.

There are nice online tests for php4 and php5 on odesk.com, along with mysql and many many others. But it requires registration, full profile creation and also test results can only be used to confirm your skills to your potential clients at odesk.

I think it depends what you/friend want the PHP qualifications for.

There are two aspects I see:
* training - i.e. to improve your PHP coding (and app. design) skills
* employability - i.e. to "prove" to potential employers that you know what you're on about

For the former, it depends very much on their current level of knowledge / expertise as to what would be the "best" training course to go on (if any); maybe a good book and/or various 'mock' projects may be a good enough learning exercise?

However, for the latter I'd probably recommend the Zend one, as it has quite a big lead over the others in terms of management level kudos. In other words, if they're looking for a PHP developer, there's a good chance they're going to trust the company who write PHP to certify/train people properly, rather than some random website they've never heard of.

Also, even if they've never heard of Zend and are unaware of their position with regards to PHP, it's extremely easy to talk them up and build confidence in that qualification's status at an interview...

As always, the best qualification is proper commercial experience, and if you have that (and can demonstrate what your did / how / why + impact etc.) you'll be in a great position regardless of what paperwork you have - or not.
