Why not get a book on CSS/XHTML?

okay i would advise before jumping into php the best thing you could do coding wise would be to get yourself coding to a ok standard get familiar with CSS and Xhtml and try to get to a Xhtml 1.0 Transitional standard, then you can start to dabble with php in the long run doign it this way will be much more benificial.

Make sure your webhost supports php (most do). All you actually need is a text editor beyond that (notepad would work fine). Dreamweaver may work a bit better for you.

All you need to do is learn the language, which if you know a similar language like C++ or Java won't be too much of a problem. Just write your code in a text doc or in dreamweaver or whatever you're using and save it as a .php file.

if you do decide on PHP might I recommend http://www.phpfreaks.com/tutorials.php it's a great resource, and yes they have a tutorial for registration.

Can I just add that most paid-for webhost support PHP. In my experience, coverage in free webhosts is patchy.
