One question, I need to add user capabilities to my website where people can create and login as a specific user with profiles ect. I'm wondering where I might find a pre existing template that I can modify or if someone had something pre-coded for just such an occation... ?

Generally, I think you can call anything that manages users in the context of a website a content management system, I don't know of any term more specifc than that.

As for your other question, what exactly are you trying to implement, what do you want your users to be able to do?
