I'm new to the world of PHP-speak, so I was wondering if it was a ways like the gallery rotator script's out there, save for the idea, that instead of rotating pictures it'd rotate movies.

Have you tried looking in script directories like www.hotscripts.com? You can search for video directories, or randomization, or rotators or a lot of different options.
