I know it's tempting to try and find cheaper labour by seeking out a willing PHP developer but honestly, the best way to have customizations done is to go through the original developers. Have you contacted SugarCRM and asked?
1) They know the codebase better than anyone and it's a nasty peice of work I've worked with it.
2) They know better than anyone what is going to change or be added for the next release. If you hire some college student who hacks your changes into the project, the odds of you successfully updating the next release is not likely.
Yes, Sugar developers will cost you more on an hourly basis, but they will likely have the modifications done in a fraction of the time so really the overall cost is about the same.
