I wanna build a forum from zero to the complete case
so how do i start
1-gather the forum files...from where do i get them??
2-download the forum software....from where i get and how do i setup it??
3-implement the forum...how can i make this???
4-publish the forum....how can control it on the internet???

please help me

If you want to build your own forum from the ground up why not grab something like phpBB and see how it's put together. Seeing how someone else built a forum should show you everything you need to know.

i swear i did but the ones that can do this don't understand what they do
just drag and drop...
so how can i do this?? Can you tell me a site or a forum to learn, please.

Like vangogh said you should go to phpBB.

If you look at their site you will see documentation that talks about how you can download the software and install it on one of your servers (you need to rent a webserver for this). It is not really that hard.

Otherwise you can use http://invisionfree.com/
It is a fine forum you just have to put up with adds. They do most of the work for you and you never have to pay for anything.
