<? is shorthand for <?php provided that it is enabled in your config. I believe that if you are embedding code into XML or XHTML then you should use the <?php tag rather than <?. Other than that they work the same. I usually just stick to <?php.
it has to be a .php extension or you need to have set your server to parse .htm(l) as .php.
