CMS system with flash intergration

Hi all.
I am building a dynamic site in PHP.
I want to have a admin panel which will allow you to create flash animations from within the site, without opening up flash to create it.
I want the site to be able to generate the swf file by itself.

Ideally the Gui for creating the animations would be as follows:

Top right: area where the actual animation is built.

Right panel: i want to have a toolbox type thing with a set of predefines objects, which can be dragged onto the main frame.

Bottom:
A time line viewer where the admin can manage the key frames, and thus make the animation... animate.

How would i do this?
If you could point me in the direction of a tutorial that could help me learn these skills then that would be great.

You cannot do it. I've never heard something like that done before. Your server cannot spit out swf files.

Alright...

How else could i achieve this, like without using flash.
Or using flash but not creating swf files.

Though I do not know of any pre-existing CMS or application that does this I do not think it is impossible. A google search returns this:

a friend of mine has actually been coding something like this for a while now... but i havent seen him for a while, so i dont know how the project is going along... anyway, if u wait a while you just might not have to do it yourself :P
