So I've setup a mySQL database for my main system, but now I want to hold some basic configuration, such as site title to some basic jpg compression.

But having 1 table for all that configuration sounds a little bit silly no?
I'm not too sure.

So I was thinking about a csv file, but I am not all too sure.

Not at all. I have recently made a site with a GlobalVariables table which just has ID, Name, Value fields for site settings which will allow quick, easy global changes to be made.

A database is a great way for storing "super global variables" since the mysql database is on a different server the vars stored there are available throughout the web if you wish!
