Jaws CMS is great for customisation. It has a very nice simple interface too. Documentation is a little limited but the system is very well coded and quite self explanatory.

What exactly do you want to customise?

If you want to modify the presentation and structure, all self respecting CMS's run on (x)HTML and CSS templates which you can change to your hearts content.

If you want to modify functionality, virtually all CMS's have a system that you can tap into and use to write your own custom modifications.

There isn't really a "best" one since every project will have it's own specific needs - CMS ABC might be suitable for one site, but not the next.

The best solution for you is to look at a dozen or so CMS's (search these forums for ideas) and see what they're capable of, both out of the box and with modifications. Find the ones you can understand and use, then pick the most appropriate one for your next project.

The answer is always it depends....

Joomla has some pretty nice add-ons, but personally I think it is a total mess to deal with and for some reason peformance issues always plague me. 11+ seconds to render home page.

Drupal is a very good CMS.. I like it very much and it alreay has a lot of themes you can use which are pretty easy to modify. Can be a little bit heavy, and difficult to naviage through the options, but there is typically a lot of good documentation.

Wordpress is King in my book... very easy to modify templates, loads of plugins ready to go, and faily easy to write your own plugin and hook to various different actions.

I am sure people will disagree, but I think you should go with Wordpress.
