I will hire someone to do this, but not right now. Right now I would like to know just the price of that site.

I would like site in flash where you have square fields and visitor can add picture to that one square field.

I would suggest posting this on something like craigslist for free. You will see that you will get all kinds of prices form all over the country. At least it might give you some ideas though.

If there is already a flash template that someone can tweak for you, it might not be that bad cost-wise. To develop from scratch could be costly because you'll most likely need a designer with both flash and back-end programming experience like PHP or ASP.

Keep in mind, allowing user's to upload images will require security issues and what-not, so don't hire a noobie.
