Why do you think it has to be an open source CMS? It look proprietary to me.

I just assumed. I thought it looked like a CMS I had seen but I didn't know which. I need to find a new CMS to work with that I can customize so people can't look at it and tell "oh that's joomla" or "oh, that's drupal"

It could be any of them ..or none!
Offhand, it struck me as Wordpress mainly because I've seen a lot of Wordpress themes that have a very similar layout/look.

As for avoiding the "oh that's joomla" , "oh, that's drupal" situation just don't use the canned default set up or commonly used themes. All of those mentioned here and most CMS in general use themes/templates that are customizable; some easier than others. Depending on whether you're most interested in total flexibility, most plug-ins etc available or just getting up and running fast, recommendations are ModX, joomla, WordPress.
