No You cannot use joomla designs in php websites . It contains only 1 xml file an d 1 php file with css file. and everything else is done through modules.
So it will be fine if you can try using the template files for php script which u r going to use

For instance drupal or else

It is not impossible to do, but it is not easy (kind of like re-inventing the wheel). Joomla references the modules in the templates...without the modules the php isn't going to work. If you are very determined and have the time to imitate the modules it is possible to "fool" the php by writing your own modules and naming them correctly or by modifying the php template.

My suggestion would be to download the joomla template you are interested in and try using only the php template and css file on a dummy site. But if you don't need the functions of joomla it would be much simpler to write your own php and css files.

Ok thnx for good answer!

yes i downloaded one simple template and looked at the code, and there is a lot of things to work to make it work, but maybe there is way to generate from joomla template to normal html template? so i dont have to do it manually with each template.
I want availability to change the designs

Is there some good documentation about designing a joomla templates? maybe i will learn something useful.

You can use absolutely ANY design you like, It's simply a matter of creating the HTML/CSS layout.
