If you want hosting where you can upload your php files you will most likely have to pay for it. If there are free ones out there they will be slow and poor.

Or install WAMP or similar to run a server on your own computer. Then you can develop your site locally and when it'äs done you can find a host.

Don't always take the cheap route. Remember, you get what you pay for. If your site is any type of ecommerce site, then use a hosting provider such as bluehost or hostgator. If you are just putting up a site for personal reasons then a free hosting company would be fine.

- Your php files need to be on a php supported server
- Use a text editor to edit your files ( there are free php editors out there also )

hey why don't you try Joomla for you purpose. Joomla is the easiest tool for php only if you are pretty familiar with php. this would definitely help you succeed in your pupose.
