I want create one website for t-shirts designing and ordering it where users can drag and drop t-shirt images,upload images and drop
it on t-shirts, drag and drop text on t-shirts of any size and any font, crop images,texts.I want to do this website using any
php frameworks like cakephp or code igniter. please guide which framework is best suited for this kind of image manipulations?
or whether it can be done using direct php scripts by using GD library

This is strange, I am working on a project right now that is doing this exact thing. For that kind of site, you would need php/mysql/ajax. It doesn't matter what framework you use, as those are really just for organization and project management with multiple developers or speed for basic functionality. You will still need to understand the ins and outs of PHP/AJAX/MySQL

You are talking about a lot of different things here:
a secure store / payment processing
database design
custom tshirt creator
heavy image manipulation
file handling
heavy ajax interactivity

So really it should be up to your programmer on what they are more comfortable with. A site like this in completion should cost you around $5,000-10,000. If its any less, I guarantee your product will have issues and not be worth your time invested.
