I have shared hosting and i run some video sharing script in my site. Now I want to increase the upload_maxfile size for that i need to edit the php.ini file. Since, I have shared hosting there is no root access, so there is no possibility to increase it other than this way is there any way to increase the upload_maxfilesize ?

Basically your options are, contact your server administrator and explain the situation to him/her, they may increase it for you but on the other hand, they may not. Or purchase your own web hosting, it won't be free but it's far from expensive, you can pick up decent hosting with root access for £2 ($3USD) a month with a cheap service.
