I just recently broke into the web-design theme and know virtually nothing about any programming languages. For the sake of a Wordpress blog, do you think my time would be better spent learning PHP or HTML? Or something else? I'm tired of having to look up code every time I want to do something.

HTML & PHP are two very different things. Yes, one can reside within the other, but many functions can be preformed with out one or the other.

Wordpress is great because it allows you vast abilities in designing a page, without ever having to learn code.

If you have an interest in designing with Wordpress, I would recommend grabbing this book and diving right in. Rockstar Wordpress Design

As far as HTML & PHP coding, any O'Reilly books are a good choice, along with visiting the websites devoted to coding in these languages.

If you are just using pre-made themes for wordpress, you don't really need any php background. Always good to know html and CSS. In fact, you can customize many themes just with CSS even.

If you are going to be creating custom themes from scratch that require specific functionality I would HIGHLY recommend a crash course, at minimum, in php. People say you don't need it for custom themes, they are way wrong when it comes to getting wordpress to do ANYTHING you want IMO.

It would be pointless to learn PHP without knowing at least the basics of HTML first, since the primary output of PHP usually HTML.
