Your request is way too general. Are you expecting a comprehensive explanation of how to create a CMS from scratch? I suggest that you find a starting point, do some research, and ask questions on the forum when you are confused.

Writing your own takes a lot of work. I would look into using something that already exists.

Look into http://www.unverse.net/Whizzy-CMS you can customize it. I use it for clients who just need to work with a single template to add some content and don't know any HTML . It doesn't even require a database.

Yeah, making your own CMS takes time, and nerves of steel, try reading about joomla a bit, and drupal, you take modules, alter them to your needs, save time and money.

I have been building a custom CMS + Framework and it will never be finished. There are lots of good articles out there but first you need to plan it out properly, get some big bits of paper and jot down all the stuff you need it to do, then figure out how it has to do each of those bits

As stated, your question is way too general. Its like saying 'how do i build a house', the answer just isnt as simple as 'bricks + mortar'
