I'm looking for a script which is similar to godaddy site seal:
Owner of website can apply for a seal (best design, best script,...) and, if approved by us, they will get a button with code for their web site.
If a visitor of the website hoovers the button, a validation pop up will appear, showing details, date and period of that seal.
The script should have a admin back end for the certificates where all settings can be done and validation period will be monitored.
Is there a script like this anywhere available?

I think site seals are only useful if you are using SSL. And to hand out your own SSL certs is just not possible ( well it is ) but NO browser will trust them

Right, but that isn't what I need the script for.
Maybe I haven't explained it clear enough: I want to use it for "membership" usage. A member qualifies for a award which he will only get if some tests are passed. The membership status is only valid for one or two years and after that he must pass the tests again.
The seal with the pop up shows the validity and owner of the seal so that no one can steal the seal from a other website and post at own site.

You are probably going to either write it yourself or hire a developer.

It will need to work in a similar way to adsense, where the page calls a remote script which can verify the published location and publisher status from your database then either place the image on the page or show a "non-verified publisher" image/message.
