I have been playing with PHP designer 7, it was developed by one guy and is very very good, imo.
Im not sure if he now has a free version avalible however even the purchase cost isnt much.
You can intergrate the css, html, mysql and php manuals into it, it tracks your variables, classes, functions etc and will warn you of parse errors etc as you type (kind of like ms word does with spelling).

As for MySQL, the official mysql site has a developer program that super seeds the older program called db designer. you can connect to your database server and edit, create, drop etc tables without messing with php myadmin or similar.
