I have recently installed WAMP on my Windows7 machiine..
I did not change any settings offered during installations..

I have
Windows7
PHP version:5.3.1
Apache 2.2.11
MySQl:5.1.36

I have no idea why I cant seem to use HTTPS!!!!!!

I am fairly new to PHP and would like if you could help me >>

You need to enable session.cookie_secure in your php.ini file and probably something in your apache server.

btw im not sure if you need to have an ssl certificate to test this on local machine.
