So, apparently I need to set up a testing server to edit phpBB's code in Dreamweaver and for some reason I can't seem to figure it out.

Can anyone point me in the right direction as far as a tutorial or maybe some kind of public testing server? My own host server won't work as a testing server for some reason.

You need to setup a webserver on your local machine. Look into XAMPP or WAMP.

I recommend XAMPP. I don't like the way WAMP installs and XAMPP gives you so much more with a default install (like phpMyAdmin). You can get the Lite version which will install everything you should need while being small in size.

You can even run it portably on a USB stick

EDIT: If your webhost isn't working as a testing server it might not support PHP and MySQL. You should check the features of your hosting package.
