I am curious, how can I develop that kind of shopping cart ?
Do the developer use any plugin or they develop a custom plugin for that site ?

There are plug-ins already available for WP to implement shopping carts, so the existing ones can be used and customized as per the need or if you want we can even develop one of your own.
