How do you create a folder using php

Just remember that sometimes the issue of the folder and it's contents being owned by apache (usually nobody) can make it so that you will not be able to remove them manually or even change permissions. I am not positive why this is but I know that it sucks for some scripts I have downloaded and used that I then have to ask the host to remove for me.
