Any idea how I would design the sliding Banner at the top like that and how they get the posts set to a certain size for each display?I think it may be PHP, can you confirm this?

The slider at the top is a JavaScript Carousel. There are dozens around (I've got one on my blog: sugarcane.es, which is an edited Anything Slider)
