It's hard to tell, since there are no footer credits or giveaways in the source code. A website doesn't necessarily need to use a CMS, as it could be hard-coded HTML, but judging by the several spaces of 'blank'-ness before the <!DOCTYPE, there's PHP in there dynamically generating the page.
So, the site uses PHP, but that doesn't mean that it uses a CMS.
